This independent report was conducted by Peake Consulting and Austin Consulting for Business Oregon. The report reviews Oregon's state and local incentive programs for businesses, analyzing how they help attract companies to the state, and comparing not only Oregon incentives to similar programs in other states, but also interstate costs and other factors that shape business location decisions. The report also explores how Oregon's current incentive package could be improved.
