IFA Board

The Infrastructure Finance Authority (IFA) Board is a nine-member independent board with oversight of much of Business Oregon's infrastructure financing programs. Six board members are appointed by the Governor, three are direct appointments from the state legislature and treasurer's office. The board has designated a subcommittee for the Community Development Block Grant program.

James Bellet

Jim currently serves on the Klamath County Board of Commissioners. He owned and operated Bellet Construction for 40 years. Jim is actively involved in the county and has served on many state and regional boards including Klamath Community College, Oregon Pilot Association Klamath Chapter, and the Klamath Chapter Associated General Contractors and served as past Oregon State President Oregon Pilots Association.

Patrick Clancy

Patrick recently retired from a career in public finance, having provided financial advice to public entities in the western United States for more than 30 years. Over the course of his career, he advised local and state governments on the issuance of general obligation, general fund obligations, and revenue bond debt. He is experienced in credit analysis and in local government finance. Patrick served on the Oregon Municipal Debt Advisory Commission and on the Oregon Short Term Fund Board.

Niki J. Iverson

Niki is the city of Hillsboro's water resources manager where she supervises programs in areas such as water rights administration, water quality, water conservation, source water protection, resource management and regulatory compliance for the city, Joint Water Commission and the Barney Reservoir Joint Ownership Commission. She has served as Chair of the Oregon Water Utilities Council (OWUC) and currently serves as the OWUC Project Manager for the Willamette Basin Storage Reallocation Project.

Andrea Klaas

Andrea has been with the Port of The Dalles since 1999, initially hired as marketing manager and then becoming executive director in 2005. Andrea also sits as a Trustee for Special Districts Insurance Services, and as a board member for both the Oregon Economic Development Association and the North Central Regional Solutions Team.

Mark Knudson

Mark is the CEO of the Tualatin Valley Water District. Prior to that, he worked as the district's chief engineer from 2007 to 2013 and as the Director of Operations and Maintenance for the Portland Water Bureau from 2000-2005.

Kristin Retherford

City of Salem

Kristin Retherford is the city of Salem's urban development director and past president of both the Oregon Economic Development Association (OEDA) and the Association of Oregon Redevelopment Agencies. She currently serves as an OEDA board member and on the board of the state's Infrastructure Finance Authority. Ms. Retherford has an MBA with a concentration in Sustainable Development and more than twenty years' experience in real estate and community development. She is a native Oregonian, born and raised on the rural, dry side of the state, who returned to Oregon to raise her family after starting her career in Washington, D.C., and Tokyo.

Rep. Power was elected to the state legislature in 2016, representing District 14, which includes the city of Milwaukie, Oak Grove, and the Sellwood, Eastmoreland, Westmoreland and Brentwood-Darlington neighborhoods of Southeast Portland.

Richard Devlin

Senate President's Appointment

Sen. Devlin is currently serving as the Co-Chair of the Joint Ways and Means Committee. Sen. Devlin was first elected to the state legislature in 1996, and his district includes the communities of Lake Oswego, SW Portland, Tualatin, and West Linn. Throughout his career, Senator Devlin has been a leading advocate on education and child safety issues.

Sen. Devlin also serves on numerous boards and commissions including the Oregon BEST Board, the National Performance Management Advisory Commission, and is the past chair of the NCSL Budget and Revenue Committee.

Laura Lockwood-McCall

Treasurer's Appointment

Laura is a respected industry veteran with more than 25 years of municipal financing experience in four states. She has been director of the Treasury's debt management office since 2004. She was initially appointed by State Treasurer Ben Westlund in 2010, and subsequently reappointed by Treasurers Ted Wheeler and Tobias Read to serve as their representative on the board.
