COVID-19 Small Business Assistance and Microenterprise Projects COVID-19 Impact Assistance Application

Business Oregon has made available $5,210,809 of Community Development Block Grant (CDBG) for non-housing related activities within non-entitlement communities impacted by COVID-19 funded by the first allocation of the CARES Act (CDBG-CV1). The funds will be divided into two project types; $2,233,204 for Small Business/Microenterprise Assistance and $2,977,605 for emergency COVID-19 impact assistance such projects that prevent, prepare for and respond to the COVID-19.

These funds will be accessible to non-entitlement communities through the release of a Notice of Funding Availability (NOFA). Business Oregon will be using an online application for those communities interested in applying for the Small Business and Microenterprise Assistance Program. Applications must be submitted through the online system.

  • Small Business and Microenterprise Assistance
    This project type is in response to the current COVID pandemic in an effort to provide assistance to small businesses and microenterprises in rural communities remain solvent and able to retain/create low and moderate income jobs through the crisis and be ready/able to rebuild, refocus/pivot and/or reopen.
  • Emergency COVID-19 Impact Assistance
    These funds are geared to assist low- and moderate-income people/families who are impacted by COVID-19. The distribution of funds is for childcare, food bank assistance, internet access for comprehensive distance learning, medical supplies manufacturing, and facility improvements that will be used to respond to infectious disease and increase public services to assist communities in their efforts to slow or stop the spread of COVID-19. These funds will be available for non-entitlement communities only. Apply for this particular fund using an online application.


Applications must be submitted through the Business Oregon online system. Details on both funds and information about applying can be found on CDBG Cares webpage.

Funds are based on a first-come first-serve basis. Eligible applications will be accepted until all the allocated funding has been exhausted or May 20, 2021 (whichever comes first).
