For Community Development Block Grant (CDBG) Coronavirus Aid, Relief, and Economic Security (CARES) Act Funds

1st Round (CDBG-CV1) for Emergency Rental Assistance

Business Oregon is pleased to announce a NOFA for 2020 Community Development Block Grant CARES Act funding for an Emergency Rental Assistance Grant Program. Business Oregon is seeking applications from non-entitlement cities and counties to administer an Emergency Rental Assistance grant program. The focus of this funding is to prevent, prepare for, and respond to the impacts of the COVID-19 pandemic. The Emergency Rental Assistance grant program is in response to the economic impact of the pandemic by providing up to six consecutive months of rental assistance to low- and moderate-income households impacted by COVID-19.

In response to the economic impact of the COVID-19 pandemic, the CDBG program has been highlighted as a vehicle for providing financial relief to states and communities. This insight considers the significant role of the flexibility of the CDBG program as an economic development countermeasures to the coronavirus outbreak.

This NOFA outlines the modified structure of the CDBG grant program that is being proposed to accommodate COVID-19 related response. These changes are all within Business Oregon's authority to make, with no statutory or other modifications needed.

Funds Available

This NOFA is to cover $2,323,265 from the initial CDBG-CV1.

  • Maximum grant per application
    • City—$400,000 (must serve a minimum of two non-entitlement communities)
      • can apply for an additional $50,000 for collaboration with additional non-entitlement cities—maximum of $500,000.
    • County—$600,000
      • Can apply for an additional $100,000 for collaboration with additional non-entitlement county—maximum of $800,000.

Due Date

  • March 30, 2021, or until all funds are exhausted, whichever occurs first


Interested applicants must meet the requirements set forth in Chapter 16 of the 2019 Method of Distribution and further clarifies within the Application Guide and must submit a complete application through the established system described in the guide.
